To  the  Inhabitants  of  the  Town  of  Auburn  in  said  County 
qualified  to  vote  in  Town  Affairs : 

You  are  hereby  notified  to  meet  at  the  hall  in  The  Massa- 
besic  Lake  Inn  in  said  Town  on  Tuesday,  the  ninth  day  of 
March  next,  at  ten  o'clock  in  the  forenoon,  to  act  upon  the 
following  subjects : 

First.     To  bring  in  your  ballots  for 

Town  Clerk  for  the  ensuing  year. 
One  Selectman  for  three  years. 
Tax  Collector  for  the  ensuing  year. 
Town  Treasurer  for  the  ensuing  year. 
Highway  Agent  for  the  ensuing  year. 
One  Library  Trustee  for  three  years. 
One  Cemetery  Trustee  for  three  years. 
One  Trust  Fund  Trustee  for  three  years. 
Three  Auditors  for  the  ensuing  year. 

At  12:30  o'clock  P.M.  the  meeting  will  be  open  for  the 
following  articles : 

Second.     To  choose  all  other  necessary  Town  Officers. 

Third.  To  see  if  the  Town  will  vote  to  incur  debt  for 
temporary  loans  in  anticipation  of  taxes  for  the  year  1937. 

Fourth.  To  hear  the  report  of  the  Budget  Committee  and 
act  thereon. 

Fifth.     To  see  if  the  Town  will  vote  to  raise  and  appro- 


prite  the  sum  of  eight  hundred  and  fifty   ($850.00)   dollars 
for  Town  Officers'  salaries. 

Sixth.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  three  hundred  and  fifty  ($350.00)  dollars 
for  Town  Officers'  expenses. 

Seventh.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  eighty-five  ($85.00)  dollars  to  pay  the  ex- 
penses of  election  and  registration. 

Eighth.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  one  hundred  ($100.00)  dollars  for  the 
expense  of  the  Municipal  Court. 

Ninth.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  sixty  ($60.00)  for  rent  of  Hall. 

Tenth.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  eighty-five  ($85.00)  dollars  for  the  Police 
Department. 

Eleventh.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  five  hundred  and  fifty  ($550.00)  dollars, 
two  hundred  and  fifty  ($250.00)  dollars  for  the  Auburn  Vol- 
unteer Firemen's  Association  for  equipment,  one  hundred 
($100.00)  dollars  for  forest  fire  department,  fifty  dollars 
for  forest  fires  and  fifty  dollars  for  equipment,  one  hundred 
and  fifty  dollars  for  bill  of  the  Manchester  Fire  Department 
at  the  J.  P.  Griffin  fire  and  fifty  dollars  bill  of  Candia  Vol- 
unteer Firemen's  Associates,  1935. 

Twelfth.  To  see  if  the  Town  will  vote  to  raise  and  appro- 
priate the  sum  of  fifteen  ($15.00)  dollars  for  the  Health 
Department,  including  Vital  Statistics. 

Thirteenth.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  twenty-six  hundred  and  twenty-five 
($2625)  dollars  for  the  care  and  maintenance  of  highways  to 
be  expended  as  follows :  sixteen  hundred  and  twenty-five 
($1625.00)    dollars   for   the    care    and    maintenance    of   the 


highway  in  summer  and  one  thousand    ($1,000)   dollars  for 
winter  roads. 

Fourteenth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  nine  hundred  ($900)  dollars  for 
street  lights. 

Fifteenth.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  four  hundred  and  twenty-five  ($425.00) 
dollars  for  bridges. 

Sixteenth.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  one  hundred  ($100.00)  dollars  for 
cemeteries. 

Seventeenth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  one  hundred  ($100.00)  dollars  for 
the  Library. 

Eighteenth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  seven  hundred  and  fifty  ($750.00) 
dollars  for  Old  Age  Assistance. 

Nineteenth.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  twenty-five  ($25.00)  dollars  for 
Memorial  Day. 

Twentieth.  To  see  if  the  Town  will  vote  to  raise  and  ap- 
propriate the  sum  of  two  hundred  ($200.00)  dollars  for 
Aid  of  Soldiers  and  their  families. 

Twenty-first.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  three  hundred  ($300.00)  dollars  for 
interest  on  Temporary  Loans. 

Twenty-second.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  ($60.00)  for  interest  on  Long  Term 
Note. 

Twenty-third.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  one  thousand  ($1,000.00)  dollars  for 
State  Aid  Eoad. 


Twenty-fourth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  five  hundred  and  three  ($503.08) 
dollars  and  eight  cents  for  Class  V  Highway  (Town  Share). 

Twenty-fifth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  one  thousand  ($1,000.00)  dollars  for 
the  payment  on  Long  Term  Note. 

Twenty-sixth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  four  hundred  and  nineteen  ($419.00) 
dollars  and  forty-five  (.45)  cents  for  the  deficit  of  previous 
years. 

Twenty-seventh.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  one  thousand  nine  hundred  and 
eighty-four  ($1984.00)  dollars  for  the  State  Tax  of  1937. 

Twenty-eighth.  To  see  if  the  Town  will  vote  to  raise  and 
appropriate  the  sum  of  two  thousand,  eight  hundred  and 
one  ($2801.00)  dollars  and  forty-eight  (.48)  cents  for  the 
County  tax  for  the  year  1937. 

Twenty-ninth.  To  see  if  the  Town  will  use  the  income  of 
the  H.  B.  Burnham  Fund  for  Schools  or  Library. 

Thirtieth.  To  see  if  the  Town  will  vote  to  authorize  the 
selectmen  to  administer  or  dispose  of  any  real  estate  acquired 
by  the  Town  through  Tax  Collector's  deeds. 

Thirty- first.     Is  it  expedient  to  revise  the  Constitution? 

Thirty-second.  To  see  if  the  Town  will  authorize  the  se- 
lectmen to  discount  taxes  paid  before  July  1st  and  fix  the 
rate  of  discount. 

Thirty-third.  To  transact  any  other  business  that  may 
legally  come  before  the  meeting.

To   the  Inhabitants  of  the   School  District  in   the  Town  of 
Auburn  qualified  to  vote  in  district  affairs : 

You  are  hereby  notified  to  meet  at  the  Massabesic  Lake  Inn 
Hall  in  said  district  on  the  20th  day  of  March,  1937,  at  1 :30 
o'clock  in  the  afternoon,  to  act  upon  the  following  subjects : 

1.  To  choose  a  Moderator  for  the  coming  year. 

2.  To  choose  a  Clerk  for  the  ensuing  year. 

3.  To  choose  a  member  of  the  School  Board  for  the  ensu- 
ing three  years. 

4.  To  choose  a  Treasurer  for  the  ensuing  }rear. 

5.  To  determine  and  appoint  the  salaries  of  the  School 
Board  and  Truant  Officer,  and  fix  the  compensations  of  any 
other  officer  or  agent  of  the  district. 

6.  To  hear  the  reports  of  agents,  auditors,  committees  or 
officers  chosen  and  pass  any  vote  relating  thereto. 

7.  To  choose  agents,  auditors,  and  committees  in  relation 
to  any  subject  embraced  in  this  warrant. 

8.  To  see  if  the  district  will  vote  to  make  any  alteration 
in  the  amount  of  money  required  to  be  assessed  for  the  ensu- 
ing year  for  the  support  of  public  schools  and  the  payment 
of  the  statutory  obligations  of  the  district,  as  determined  by 
the  Schoolboard  in  its  annual  report.

School  Accomplishment 

Are  Auburn  schools  reasonably  efficient?  Are  they  eco- 
nomically administered  ? 

An  efficient  school  is  one  in  which  pupils  get  the  habit  of 
using  their  mental  and  physical  powers  in  ways  which  are 
not  only  beneficial  to  themselves  but  to  the  community  where 
they  live :  If  a  pupil  is  a  good  "school  citizen"  for  twelve  or 
more  years  there  is  great  probability  that  he  or  she  will  con- 
tinue to  be  a  good  citizen  after  leaving  school.  If  he  gets 
the  habit  of  gathering  such  information  as  will  help  in  solv- 
ing his  school  problems  he  will  be  apt  to  profit  from  this 
habit  in  meeting  the  demands  of  life  whatever  his  profession 
or  occupations  may  be.  When  we  see  a  school  in  which  pupils 
are  diligently  searching  for  information  which  will  help  in 
understanding  the  day's  lesson  assignments  we  are  justified 
in  assuming  that  this  same  habit  will  be  useful  in  solving  the 
larger  problems  of  daily  life. 

A  good  school  is  one  in  which  pupils  are  actively  engaged 
in  collecting  information  from  every  available  source,  and 
are  busy  in  discussing  in  class  the  meaning  of  this  informa- 
tion and  its  use  in  such  subjects  as  history,  geography, 
science,  etc.  Such  a  school  is  a  workshop  where  information 
is  manufactured  into  useful  and  permanent  ideas  and  not  a 
mere  store-house  of  second-hand  information  to  be  memorized 
and  then  soon  forgotten. 

In  answer  to  the  questions  above  asked  I  can  say  that  it  is

my  opinion  based  on  careful  observation  and  many  discus- 
sions with  Auburn  pupils,  both  in  and  out  of  school,  that 
Auburn  schools  for  the  most  part,  are  decidedly  of  the  "work- 
shop" rather  than  the  "store-house"  type. 

There  are,  however,  ways  of  verifying  an  opinion  : — 

The  results  of  numerous  tests  and  examinations  in  grades 
four  to  eight,  where  such  measurements  are  possible,  show  a 
standard  of  excellence  considerable  above  that  of  the  average 
school.  This  is  not  a  matter  of  guessing,  it  is  the  result  of 
mathematical  analysis  of  school  results. 

Nevertheless,  there  is  abundant  opportunity  for  still  better 
accomplishment. 

Improvement  of  Buildings 

Auburn  is  to  be  congratulated  on  its  good  fortune  in  hav- 
ing Manchester  City  Water  pipes  extended  to  part  of  the 
town.  It  is  especially  fortunate  for  the  Severance  School 
because  it  has  made  it  possible  to  eliminate  the  unsatisfactory 
Chemical  Closets  and  replace  these  with  up-to-date  non- 
freezing  flush  closets  and  septic-tank. 

In  accomplishing  this  the  local  Parent-Teachers  Associa- 
tion contributed  liberally  by  paying  for  the  service  pipe  and 
bubbler.  At  the  same  time  and  for  the  same  good  purpose 
'Mr.  Shaw,  Supt.  of  Manchester  Water  Works,  permitted  his 
men  to  dig  the  trench  and  connect  and  lay  the  pipe  from  the 
main  to  the  school  house. 

Thus  it  has  been  made  possible  for  a  first  class  sanitary 
system  to  be  installed  at  a  cost  of  $460  which  is  at  least  $200 
less  than  might  ordinarily  be  expected. 

The  savings  made  from  various  items  of  the  budget  have 
been  sufficient  to  pay  for  this  improvement  without  asking 
for  a  special  appropriation.

This  clinic  was  made  possible  by  the  Auburn  Red  Cross 
and  the  Severance  School  Association. 

The  fact  that  only  12  temporary  teeth  were  extracted  and 
36  permanent  fiillings  were  done  shows  that  we  are  reaping  the 
benefits  of  previous  dental  clinics.
